We were pleased with the potions' effects after they were balanced and tested. After watching the fight on a large-scale that the potions were released did we see how their randomness affected hit chances. Due to the higher number of players, the probability of hitting and not striking in a fight between two players who have different buffs was shifting in a direction we didn’t anticipate. This may have led to unfair fights where more players were unable to win. With the new combat system it's something we'll be looking at.

Why wouldn't they allow them to be used in PvP? And make the tradeable feasible? This is a fair point. But, we would like the potions to benefit only players who have earned the level. This is true even though those who have trained in PvE scenarios are able to buy OSRS gold gain advantages.
